innovation of afghanistan, u.s. innovation of iraq proved it had to develop the means to defend itself. can do so through conventional means alone. i think deterrence is the primary reason as to why iran may be developing nuclear weapons capability. of course, iran would like to also project power and influence in the middle east, and nuclear weapons can be used to that affect. second question we have to ask what kind of a state is the islam republican. i would argue it's a revisionist state meaning they seek to overturn the american order in the region. they want u.s. forces out of the persian gulf, the islammic republican is -- in ideological terms. it's not agree owe political competition. twn tehran and the ruling elite, ease spermly the top layer of conservative there's a hatred for israel. i think that's apparent. the islamic republican is opposed to the gulf operation counsel. especially saudi arabia to be the foundation for u.s. power in the region and so iran has had tense relations with the gcc countries.

last year we lost more servicemen and women to suicide than we lost in combat in afghanistan. in 2012, approximately 349 members of the united states military, including active duty, guard, and reserve, committed suicide. more than the total number of service members who died in combat operations. this number does not even include the more than 6,000 veterans we lost last year to suicide. this is unacceptable. this has to end. today i'm introducing my first bill as a united states senator, the jacob sexton military suicide prevention act of 2013. we're doing this to address this pervasive issue. this bill seeks to better identify service members struggling with mental health issues and to ensure they receive the assistance they need before resorting to this tragic act. i named this bill after a member of the indiana national guard, jacob sexton. a native of farmland, indiana, who tragically took his life in 2009 while home on a 15-day leave from afghanistan. his death came as a shock to his family and his friends as well as his fellow guard members. this is a picture of jacob

as we draw down in afghanistan and the armed services reduce their force structure, the number of service members who will rely upon the v.a. will increase significantly. if the v.a. is not able to adequately handle claims now, how will the process work when even more veterans' claims are being submitted? as recently as september of last year the inspector general at the v.a. found the v.a. had not yet fully tested their new system which is supposed to help them process these claims more efficiently. at that point the new system could not even process a claim from the beginning of the end of rating process. i met recently with kansas veterans who were here in washington, d.c. as part of national veterans service organizations, the disabled veterans of america and the veterans of foreign war. their number-one concern is the unreasonable amount of time it takes for benefits to claim -- for benefit claims to be processed. our conversations i have are with folks who have an urge not need related to their home or health care but they are stuck waiting on the v.a. to get back to them. and i kno

even iraq and afghanistan have a greater percentage of women in office than the united states. and today in 2013 our congress is less than 20% women. it's clear that we have work to do and no one is going to do it for us. as a young woman on honored to take on this challenge for the next generation. i work every day to make sure women have a path to leadership and politics because i know it isn't a fight that we can take on our own. let's think about this. men have been building leadership networks in this country for safe to hundred 50 years. women have only been building those networks and have had the opportunity to do so in the last 40 and only in the last 30 years have we made changes in law to open doors and break down the barriers across the american society in law and business and journalism and of those networks start in rooms like these. they start by getting involved and supporting each other when we take on challenges and opportunities and become the backbone of each venture and when we build our sisters up, when we recognize that all do better when we all do better
